Cigarette Tax Act Statistical Annual Report for New and Renewal License and Permit Applications

Per the Cigarette Tax Act (35 ILCS 130 et seq.), the Illinois Department of Revenue is required to prepare and publish a report of summary statistical information by May 1 of each year.  The report shall provide the following information on the number of new and renewal applications within the previous calendar year showing:

  • total applications received;
  • total applicants who were granted a license;
  • total applicants who were denied a license; 
  • total applicants with any felony convictions;
  • total applicants with a felony conviction and granted a license;
  • total applicants with a felony conviction and denied a license in whole or in part because of a conviction. 

This report is applicable to the following licenses and permits:

  • Cigarette Tax Distributor’s License, 35 ILCS 130/4
  • Cigarette Tax Secondary Distributor’s License, 35 ILCS 130/4c  
  • Cigarette Manufacturer Representative’s License, 35 ILCS 130/4f
  • Out-of-State Cigarette Manufacturer’s License, 35 ILCS 130/4b   
  • Cigarette Retailer’s License, 35 ILCS 130/4g
  • Cigarette Transporter Permits, 35 ILCS 130/9c
