Language Services

The Illinois Department of Revenue (IDOR) complies with applicable federal and state civil rights laws and does not discriminate based on race, color, national origin, age, disability, sex, and other protected classes outlined in with the Title VI of the Civil Rights Act of 1964, the Illinois Civil Rights Act of 2003, the Illinois Human Rights Act, and the Language Equity and Access Act.

The Illinois Department of Revenue (IDOR) provides free language services to individuals with limited English proficiency (LEP), and provides free aids and services, such as qualified sign language interpreters, to people with disabilities, who need to communicate effectively with the Department.  IDOR maintains in-house spoken language interpreters in five public-facing program areas of Account Processing (business and individual processing), Audit, Board of Appeals, Collections, and Taxpayer Services.

Contacting Department Offices

In-Person
IDOR staff assist LEP individuals in person with the help of an in-house interpreter or professional interpreter service.  When using a professional interpreter service, IDOR staff will coordinate three-way calls with IDOR staff, the taxpayer, and an interpreter.

Phone
When taxpayers contact IDOR via phone, staff can assist LEP individuals with the help of an in-house interpreter or through the professional interpreter service, Propio. When using Propio, IDOR staff will coordinate three-way calls between agency staff, the taxpayer, and an interpreter.

Whether contacting IDOR in-person or via phone, taxpayers are permitted to use their own interpreter. In these instances, IDOR staff may contact an in-house or professional interpreter to ensure information is being clearly and accurately conveyed to the taxpayer and/or their representative.

Written Translation

Taxpayers may request IDOR to translate documents into languages other than English. Please note requests for written translation may take two weeks or more to complete.  To request written translation assistance for documents, please email us at Rev.CommunicationsRequest@illinois.gov.

Other Interpretation Services

To request an interpreter for an IDOR event, employment interview with IDOR, or other related occurrence, please complete and submit Form IDR-969, Interpreter Request. Requests should be made at least four weeks before the services are needed.

Sign Language Interpretation

IDOR can request interpretation services in American Sign Language (ASL) for people who are deaf or hard of hearing. To request ASL interpreter services for an IDOR event, employment interview with IDOR, or other related occurrence, please complete and submit Form IDR-969, Interpreter Request. Requests should be made at least four weeks before the services are needed.

Text-Based Assistive Devices

IDOR can accept calls from individuals who use auxiliary aids and services for people with hearing impairments, including teletype (TTY) and telecommunications device for the deaf (TDD). Individuals using a TTY can reach IDOR at 1 800-544-5304. IDOR has multiple agents responding to calls through the TTY line.  If a question is pertaining to Individual Income Tax, taxpayers may also send an email to REV.TAD-IIT@illinois.gov.  Taxpayers may also contact IDOR business areas utilizing email addresses for specific topics found on the Department’s Contact Us page.

The Illinois Relay Center, a 24-hour, 7 day per week free service available allows individuals with deaf, hard of hearing, speech, or deaf-blind disabilities to place and receive calls to standard telephone users via a keyboard or assistive device.

How to Translate IDOR’s Website Into Your Language

IDOR webpages can be translated into the six most used languages in Illinois by using the language selector found in the header of our webpages. Alternatively, users can also translate webpages by adjusting a web browser's language setting to the language of choice. Please follow the instructions provided by the web browser, such as Chrome, Edge, Safari, etc.

Complaints

Complaint Services – IDOR

If you believe IDOR has failed to provide the services noted, denied you the benefits of the IDOR Language Access Plan, or discriminated in another way, a grievance should be filed with the IDOR Equal Employment Opportunity Office through our online Access Complaint Form.  Complaints may also be filed in person at any IDOR office or by contacting IDOR’s EEO Office using the contact information above.  Written complaints must be filed within six months of the alleged denial. If you need help filing a grievance, please contact the IDOR Language Access Coordinator.

Note: The Access Complaint Form is specific to the Department of Revenue.  For information about other Illinois State agencies’ Language Access Plan or complaint processes, please contact the Language Access Coordinator (LAC) assigned to each specific agency.
