2025 Illinois Tax Amnesty

Taxpayers have the opportunity to pay outstanding eligible tax liabilities and have related penalties and interest forgiven, provided the taxes are paid in full during the amnesty period.

An eligible tax liability is tax debt due from periods ending after June 30, 2018, and prior to July 1, 2024.

Eligible tax liabilities and returns must be paid and filed in full October 1, 2025, through November 17, 2025, to qualify for the waiver of penalty and interest.

Payments

Individuals paying an individual income tax liability can schedule a payment using their checking or savings account at MyTax Illinois. (Payment must be made in full during the amnesty program period.) 

  • If you wish to also view correspondence and balances, you can create your own MyTax Illinois account and pay. If you would like to create a MyTax Illinois account, you must select the option to “Request a Letter ID” during the registration process, which can take up to 10 days to receive. If you do not have an account set up before November 17, 2025, you should select another method of payment.
  • You may make a non-login payment an individual income tax payment if you do not want to create a MyTax Illinois account.

Note: You must have a previous year Form IL-1040, Illinois Individual Income Tax Return, on file with IDOR to use MyTax Illinois. If you are unsure, you can check the IL-PIN inquiry using your Social Security number and Driver's License or State ID number. To make a payment or create an account in the MyTax Illinois system, you will be required to input the account number (IL-PIN) assigned to you. If there is no IL-PIN assigned to you, choose another payment option.

Pay using your VISA, MasterCard, Discover, or American Express using one of our three payment processors. The credit card service provider will assess a convenience fee.

• By phone - Have your credit card ready before you call.

Send your payment with a payment voucher. If you received a notice, the voucher is included on your notice. Also, payment vouchers are available on the forms webpage.

Checks or guaranteed remittances are accepted at all IDOR office locations.

File a return

Where can I find individual income tax forms and amended tax forms for prior years? 

You may access prior year forms and instructions on our webpage Prior Years - Individual Income Tax Forms.

Note: If you have a MyTax Illinois account, you may be able to file missing tax returns electronically. 

Payments

  • If you have a MyTax Illinois account, log in and direct your payment to the eligible liability. 
  • If you are not registered for a MyTax Illinois account, choose the “Sign Up” button and follow the instructions.

Send your payment with the voucher included with your notice. Do not mail cash. Make your check or money order payable to the “Illinois Department of Revenue.”

File a return

MyTax Illinois may be used to file missing tax returns for some tax types, including sales and use taxes and withholding income taxes. For paper returns, you can find prior year tax returns and instructions on our forms web pages. 

The Taxpayers’ Bill of Rights identifies your rights and our responsibilities to ensure that those rights are protected.

  • You have the right to call the Illinois Department of Revenue (IDOR) for help in resolving tax problems.
  • You have the right to privacy and confidentiality under most tax laws.
  • You have the right to respond, within specified time periods, to IDOR notices by asking questions, paying the amount due, or providing proof to refute IDOR's findings.
  • You have the right to appeal IDOR decisions, in many instances, within specified time periods, by asking for IDOR review, by filing a petition with the Illinois Independent Tax Tribunal, or by filing a complaint in circuit court.
  • If you have overpaid your taxes, you have the right, within specified time periods, to file for a credit (or, in some cases, a refund) of that overpayment.
