2025 Illinois Tax Amnesty

What is the 2025 Illinois Tax Amnesty Program?

Public Act 104-0006 (HB 2755), amends the Illinois Tax Delinquency Amnesty Act and provides the opportunity for taxpayers to pay certain outstanding tax liabilities and to have penalties and interest waived for taxes paid in full during the amnesty period.

Eligible tax liabilities and returns must be paid and filed during those dates to qualify for the waiver of penalty and interest.

What is an eligible tax liability?

An eligible tax liability is a liability that was not reported or paid for tax periods ending after June 30, 2018, and prior to July 1, 2024.

When is the 2025 Illinois Tax Amnesty Program?

The Illinois Tax Amnesty Program will be held October 1, 2025, through November 17, 2025.

Eligible tax liabilities and returns must be paid and filed during those dates to qualify for the waiver of penalty and interest.

Individuals paying an individual income tax liability can schedule a payment using their checking or savings account at MyTax Illinois. (Payments must be made during the amnesty program period.) You can

  • make a payment without setting up a MyTax Illinois account or
  • if you wish to also view correspondence and balances, you can create your own MyTax Illinois account and pay. If you would like to create a MyTax Illinois account, you must select the option to “Request a Letter ID” during the registration process, which can take up to 10 days to receive. If you do not have an account set up before November 17, 2025, you should select another method of payment.

Note: You must have a previous year Form IL-1040, Illinois Individual Income Tax Return, on file with IDOR to use MyTax Illinois. If you are unsure, you can check the IL-PIN inquiry using your Social Security number and Driver's License or State ID number.  To make a payment or create an account in the MyTax Illinois system, you will be required to input the account number (IL-PIN) assigned to you. If there is no IL-PIN assigned to you, choose another payment option.

  • You have the right to call the Illinois Department of Revenue (IDOR) for help in resolving tax problems.
  • You have the right to privacy and confidentiality under most tax laws.
  • You have the right to respond, within specified time periods, to IDOR notices by asking questions, paying the amount due, or providing proof to refute IDOR's findings.
  • You have the right to appeal IDOR decisions, in many instances, within specified time periods, by asking for IDOR review, by filing a petition with the Illinois Independent Tax Tribunal, or by filing a complaint in circuit court.
  • If you have overpaid your taxes, you have the right, within specified time periods, to file for a credit (or, in some cases, a refund) of that overpayment.
