Local Government Grocery Tax Ordinance Information

Ordinance Filing Deadlines for the January 1, 2026, effective date

To take effect January 1, 2026, LTAD must receive your certified ordinance by October 1, 2025. REMINDER: Templates for the grocery ordinance can be found on our ordinance webpage. Using the template reduces the possibility of corrections needed.

Submit your certified ordinance using one of these methods:

Login to MyLocal Tax and submit the file using the“Submit Certified Ordinance or Resolution” function found under “View More Account Options.” NOTE: This function is only available to users with confidential access, which requires a reciprocal agreement between your local government and IDOR.  If you don’t already have an agreement in place, you are better served to just mail the ordinance. 

Ordinances may be passed at any time, but meeting the deadline is important to avoid losing out on potential revenue.

Next opportunity: If you miss the October deadline, the next effective date is July 1, 2026. To qualify for an effective date of July 1, 2026, ordinances must be filed with LTAD by April 1, 2026.

All ordinances submitted to LTAD must be certified. Certification means:

  • The ordinance includes a certification page from the clerk.
  • It has a raised or stamped seal, unless submitted through MyLocalTax.

Once IDOR has received an ordinance, the ordinance will be reviewed. IDOR’s Legal Division will mail you an acknowledgement letter if the ordinance has been approved and will take effect January 1, 2026. 

However, if the certification or changes are needed, you will need to provide the updated information. You will be given additional time to submit those changes. 

You can track the status with the Grocery Tax Ordinance Status Report. This file will be updated weekly. 

When a grocery tax ordinance is received, the local government will be listed by name and the review status will show in the “Status” column. If additional information is required, the status will show either "Needs Certified Ordinance" or "Needs Correction." IDOR has received hundreds of ordinances, and staff is working diligently to review all of the ordinances. Once Legal's acknowledgement/approval letter has been mailed, the status will be updated to show the date it was mailed.
