As such, they would pay Use Tax to their suppliers for the chemicals. Public Act 98-583 provides that water that is delivered to customers through pipes, pipelines, or mains is not subject to tax under the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, or the Retailers’ Occupation Tax Act.
