When is a blanket certificate used?

Blanket certificates can be used for sales for resale or for purchases made for items to be used primarily in production agriculture, manufacturing, or coal and aggregate mining, among other items

Blanket certificates of resale are used in two instances:

  1. All purchases are for resale. 
  2. A specified percentage of purchases will be for resale.

In either instance, blanket certificates should be kept up-to-date. If a specified percentage changes, a new certificate is required. Otherwise, all certificates should be updated at least every three years. These purchases should be documented using Form CRT-61, Certificate of Resale.

Blanket certificates can also be used for purchases made for items to be used primarily in production agriculture, manufacturing, or coal and aggregate mining.

The purchaser may provide a blanket Exemption Certificate, Form ST-587, to any seller from whom all purchases made are for items to be used primarily in production agriculture, manufacturing, or coal and aggregate mining. A blanket certificate can also specify that a percentage of the purchases made from the identified seller will be exempt. In either instance, blanket certificates should be kept up to date. If a specified percentage changes, a new certificate should be provided. Otherwise, all certificates should be updated at least every three years.
