Filing Help for Requesting Individual Income Tax Rebate and Property Tax Rebate

By law, Monday, October 17, 2022, was the last day to submit information to receive the Illinois Income Tax Rebate and Property Tax Rebate (Public Act 102-0700). No filing extensions are allowed. Processing of rebates and issuance of payments will continue after October 17, until all have been issued by the Illinois Comptroller’s Office.

If you have already filed your 2021 IL-1040, Illinois Individual Income Tax Return, and Schedule ICR, Illinois Credits, you do not have to take any action. Your rebates will be issued based upon the information you included on these forms. Certain income restrictions apply, see tax.illinois.gov/rebates for more information.

If you have not filed your 2021 IL-1040 and Schedule ICR, follow the Instructions for your situation below. If applicable, you will need the following items for reference:

  • Your social security number (SSN) or federally assigned taxpayer identification number (ITIN);
  • your federal Form 1040 or 1040-SR if you filed one;
  • any 2021 W-2 or 1099 forms you received; and
  • 2020 property tax bill paid in 2021 for your primary residence.

Situation 1: If you do not have a requirement to file your 2021 Form IL-1040 or you have a requirement to file and have not filed your 2021 Form IL-1040, and you want to request both your individual income tax rebate and your property tax rebate, you will need to complete and submit:

  1. 2021 Form IL-1040
    1. If you filed a 2021 federal Form 1040 or 1040-SR, complete Form IL-1040 by following the Form IL-1040 instructions.
    2. If you were not required to file a 2021 federal Form 1040 or 1040-SR, enter zero "0" on Lines 1, 4, 9, 11, 14, 19, 23, 24, 30, 31, and 32.
    3. Sign your return! Step 13 - Make sure to sign your return. If you are unable to sign, have your power of attorney sign for you.
    4. Attach all required copies of powers of attorney, and letters of estate or office, to the form.
  2. Schedule IL-E/EIC If you have dependents, you must include the Schedule IL-E/EIC.
    1. Complete Step 1 and Step 2 if you have dependents.
  3. Schedule ICR If you paid 2020 property taxes on your primary residence in 2021, you must include the Schedule ICR.
    1. Complete Step 2, Section A (Lines 1 through 5). See Publication 108 for more information about property tax credit.

Important Note: If you do not have an 8-digit IL-PIN (you are a first-time filer in Illinois), you may not file your return electronically through MyTax Illinois. However, if you have a valid driver's license, or state ID card issued by the Illinois Secretary of State, you may be able to use a tax preparer or tax software to file your return electronically. Otherwise, you must file a paper Form IL-1040.

Situation 2: If you want to request only your property tax rebate or you filed your 2021 IL-1040 but did not include Schedule ICR and want to request your property tax rebate, you will need to complete and submit:

  1. Form IL-1040-PTR
    1. Complete Steps 1 and 2. Note: If you were not required to file a 2021 federal Form 1040 or 1040-SR, enter zero on Line 1.
    2. Make sure to sign your form on Step 3. If you are unable to sign, have your power of attorney sign for you.
    3. See Publication 108 for more information about property tax credit.
    4. Attach:
      1. a copy of your 2020 property tax bill paid in 2021.
      2. all required copies of powers of attorney, and letters of estate or office to the form.
    5. See Form IL-1040-PTR, Property Tax Rebate Instructions, for more information.

 

Situation 3: If you made an error on your 2021 Form IL-1040 and would like to correct the error while requesting the individual income tax rebate and property tax rebate, you will need to complete and submit:

 

  1. 2021 Form IL-1040-X, Amended Illinois Individual Income Tax Return
    1. If you filed a 2021 federal Form 1040 or 1040-SR or amended federal return, complete Form IL-1040-X by following the Form IL-1040-X instructions.
  2. Schedule IL-E/EIC If you have dependents, you must include the Schedule IL-E/EIC.
    1. Complete Step 1 and Step 2 if you have dependents.
  3. Schedule ICR If you paid 2020 property taxes on your primary residence in 2021, you must include the Schedule ICR.
    1. Complete Step 2, Section A (Lines 1 through 5). See Publication 108 for more information about property tax credit.
